Tri-County Regional Black Chamber of Commerce, Inc (TCRBCC) administers a Small Business Certification Procurement Program for Small Businesses, Minority and Women-Owned Business Enterprise in Certifying SBE’s W/MBE’s and HUB’s ( State of Texas Historically Underutilized
Businesses Program) exclusively for TCRBCC Qualifying Members.

A Memorandum of Agreement (MOA) between the Texas Comptroller of Public Accounts (CPA) and Tri-County Regional Black Chamber of Commerce, Inc, agrees that both parties will work cooperatively to streamline the certification process and are committed to increasing the number of Historically Underutilized Businesses (HUB’s) and ensuring that HUB’s comply with Chapter 2161 of the Texas Government Code; in which the CPA is responsible for administering the HUB Program for the State of Texas pursuant to Texas Government Code, Ch.2161.

Under the MOA, TCRBCC can process and approve SBE’s/ W/MBE’s (under substantially the same definition as Historically Underutilized Businesses) and HUB’s exclusively for TCRBCC Qualifying Members. TCRBCC Qualified Members are certified for a two (2) year term from the date of Approval and Renewable every two years during such time the Member meets the Membership Requirement Eligibility and Certification Eligibility requirements.
